Wakil rakyat perlu prihatin isu alam sekitar

PUTRAJAYA 26 April - Datuk Seri Najib Tun Razak mahu wakil-wakil rakyat turut bersikap prihatin terhadap isu-isu alam sekitar kerana ia mempunyai kaitan dengan kesejahteraan dan kualiti hidup rakyat.

Perdana Menteri berkata, isu itu amat diminati oleh para pengundi terutama golongan muda kerana mereka mahu kerajaan serta wakil rakyat menunjukkan keprihatinan serta pendirian yang tegas terhadap perkara itu.

"Seperti mana yang kita sedari di sesetengah negara, gerakan memperjuangkan isu alam sekitar merupakan gerakan politik yang cukup berpengaruh.

"Jadi di Malaysia, elok juga wakil rakyat menunjukkan komitmen terhadap isu alam sekitar," katanya.

Beliau berkata demikian pada sidang akhbar selepas merasmikan Forum Hijau Malaysia 2010 di sini hari ini.

Forum dua hari itu merupakan anjuran bersama Landskap Malaysia, Universiti Putra Malaysia (UPM) dan Perbadanan Putrajaya.

Semalam, Ahli Lembaga Pentadbir Landskap Malaysia, Datuk Yahya A. Jalil dalam laporan Mingguan Malaysia dipetik sebagai berkata, wakil rakyat bukan sekadar mewakili penduduk setempat tetapi juga memikul tanggungjawab terhadap tumbuhan dan haiwan di kawasan mereka.

Beliau mencadangkan agar semua parti politik meletakkan tanggungjawab terhadap persekitaran di tangan wakil rakyat bagi mengawal kemusnahan alam sekitar.

Pada sidang akhbar yang sama, Najib yang juga Menteri Kewangan berkata, beliau akan meneliti kedudukan bank-bank komersial yang agak sukar membiayai projek-projek berasaskan teknologi hijau.

Menurutnya, banyak bank komersial belum bersedia untuk terlibat dalam projek seumpama itu kerana ia mempunyai risiko yang lebih tinggi.

"Kita kena melakukan penilaian dan pengiraan risiko, sesetengahnya gagal secara semula jadi.

"Bagaimanapun, dalam budaya ekonomi inovatif, kegagalan sebenarnya suatu perkara yang diterima, ia tidak bermakna penamat bagi segalanya sebaliknya satu pengajaran untuk masa akan datang," kata beliau.

Justeru, Perdana Menteri mahu rakyat negara ini mengubah pemikiran mereka agar dapat menerima kegagalan sebagai sebahagian daripada sistem untuk mencapai sasaran jangka panjang. -UTUSAM MALAYSIA 27/4/2010

What is EIA, EMP and EMR?

Environmental Impact Assessment (EIA) Study

Environmental Impact Assessment (EIA) is a policy and management tool for both planning and decision making. EIA assist to identify, predict and evaluate the foreseeable environmental consequences of proposed development projects, plans and policies. The outcome of an EIA study assists the decision maker and the general public to determine whether a project should be implemented and in what form. EIA does not make decisions but it is essential for those who do.

Environmental Management Plan

EMP is a description of the means of achieving environmental objectives and targets. The EMP document will contain the organisational structure, responsibilities, procedures and resources to deal with all relevant environmental issues. The plan will also outline the short and long term strategies for managing a range of environmental issues and progress indicators to monitor improvements made.

Environmental Monitoring Report

Environmental Monitoring Report is one of the tasks to ensure the success of the recommended plan. It is required when significant environmental impacts identified from the Project require follow-up study, control and/or monitoring.

An appropriate monitoring system is necessary when:

· environmental protection measures devised are implemented, but their effectiveness and
compliance must be followed up; and/or
· there are check items whose impact is not great to justify modification of the Project

Environmental Monitoring and enforcing strict supervision is essential throughout the implementation of the project in order to achieve high environmental standards, comply with the Department of Environment (DoE) regulations at all time and mitigate all the adverse impacts arising.
